C4D Media Newspaper has been reliably informed that Dr Samura Kamara, former Flag-bearer of the All Peoples Congress (APC) has been detained by the Anti-Corruption Commission in respect of the findings and recommendations of the Commissions of Inquiry (COI) , which was established by President Bio in conformity with Constitutional Instrument No. 64 of 2018, under Section 147 of the Constitution of Sierra Leone.
According to sources, Dr Samura Kamara reported this morning, Monday, 18th December 2023 for Investigation by the Anti-Corruption Commission at their New Integrity House Building at Tower Hill in Freetown. Dr Samura Kamara appeared in person at the behest of the Anti-Corruption Commission and since his appearance, he has been detained, sources say.
To confirm his detention, C4D Media contacted Mr. Patrick Sandi, the Director of Public Education and External Outreach at the ACC. confirmed to this medium that that Dr. Samura Kamara has been in the office since this morning and at the time he left the office in the evening, the former Flag-bearer was still there. Mr Sandi, however, alluded that he did not know the details as to whether Dr Samura Kamara was or is under detention or not, and cannot tell but can confirm he (Mr. Sandi) left the former APC Flag-bearer there.
If Dr. Samura Kamara had been at the ACC, since this morning and after 5 pm, there is the likelihood that he could have been detained, considering the Court of Appeal orders for his immediate arrest, over his involvement in the sale of 30% of shares owned by the Government of Sierra Leone at the Sierra Rutile Limited (SRL). The Court of Appeal as reported, has ordered Dr Samura Kamara to refund $ 727,364.00 to the Government of Sierra Leone in 14 Days or provide evidence of the loan agreement entered into by the government.
However, Dr. Samura Kamara made an Appeal on the matter but the Judges of the Court of Appeal unanimously dismissed his appeal in their 25-page judgment. In the legal tussle that ensued, the Judges concluded that ” The sale of the shares was conducted in 2012 during the tenure of the Appellant as Minister of Finance and the amount paid into the consolidated revenue fund amounted to $12,000,000,00” The Court of Appeal ordered Dr Samura Kamara to refund the $ 727,364.00 and ordered the Undersheriff for his immediate arrest and have him handed to the Anti- Corruption Commission for interrogation.
The ruling against Dr. Samura Kamara’s Appeal by the Court of Appeal came at a time when former President Koroma was been investigated for his involvement in the November 26th failed Coup attempt and detention came, following the detention of the former President, who had been equally ordered by the Court of Appeal to refund monies related to the same deal.
Be it what it may, there is the proclivity that Dr. Samura Kamara, the two-time, APC Flag-bearer in 2018 and 2023, who contested against, the incumbent President, Julius Maada Bio, has been incarcerated by the ACC for corruption-related offences.
C4D Media has learned that Sierra Leoneans are waiting for the official pronouncement of the arrest and detention of Dr Samura Kamara, the former APC Flagbearer by the Anti-Corruption Commission.
